[Natural Resource Report] Brian Clem, heard an overview of economic development in the agriculture industry by Katy Coba, Director of Oregon Department of Agriculture, an update on Brand Oregon, and an overview of Washingtons Office of Farmland Preservation an the Future of Farming Project. There was also an update on OSUs Extension Service, a briefing on the fruit fly, Drosophila Suzukii and an update on State Forest Management Plans, Forest Fire Fighting Efforts and Sudden Oak Death in Oregon. The committee is intending on introducing HB 3298A from the 2009 Session which didnt receive final approval before the session ended. The bill provides that once counties and metro service districts have designated land as urban reserve, they may not designate additional land as urban reserve until at least 50% of the previously designated urban reserve has been included within the urban growth boundary of the district. The other legislation proposed for the February Session is HB 2761 which allows a landowner to request an independent soil capability assessment.

[Natural Resource Report] Oregonians for Food and Shelter Capitol Update - Natural Resource ...: HB 2424 Adopt-a-highway: Expands the current program to allow a volunteer group to choose one or both of the following activities as part of Oregon’s Adopt-a-Highway Program: (1) removal of litter and/or(2) removal of noxious weeds. Many thanks to Brenda Pace for sheparding this concept through the process. OFS testified in support of passage of HB 2424 on 3/24. Rules for the noxious weed portion of the program will be adopted by ODA and will include requirements like weed identification, safe removal methods or control techniques such as clipping of seed heads. Herbicides will not be used by volunteers. In addition to the actual removal of specific problem weeds from our highway rights-of-ways, the bill will also increase public awareness of the problem and help educate citizens about what they can do to be a part of the solution on their own property.
