I think the correct strategy is to simply speak the truth: there is a real problem, the serious problem is at time-scales beyond 2050 (and the Kyoto accord goals will not address that problem measurably), and while the citizens of the US want and need to address this problem, they aren't going to commit economic suicide vis-a-vis international trade and maintenance of internal production capacity to do so. The US cannot accept any international accord which leaves the majority of the earth's population (which also happens to be the low-labor cost fraction of the earth's population, to which the US has been exporting jobs at a frightening rate already) free of emission constraints, while constraining the US economy.
