The corporation that can best exploit the results and the newly trained researchers can get the best products to market most effectively, with less investment than if it had been a private, vertical enterprise, making the cost of the products lower for the investors (American taxpayers), since the competitive private corporations have had to invest less for a wider array of resources than would have been available to them without availing themselves of the commons.
