[BlueOregon] Oregon, along with other western states, is working to create an economy-wide cap and trade system as the regulatory basis for addressing climate change. A well designed cap and trade - or better yet - a cap and invest system is a critical element of the overall climate regulatory framework because it guarantees declining emissions - the only way to reduce the threat of global warming.
