[Environmental Economics] I don’t especially mean to pick on [Robert] Samuelson, but this column exemplifies a strange thing about the climate change debate. Opponents of a policy change generally believe that market economies are wonderful things, able to adapt to just about anything ”” anything, that is, except a government policy that puts a price on greenhouse gas emissions.

We Believe Global Warming is Happening, Just Not Necessarily to Us ...

[TreeHugger] This inverted pyramid isn't entirely irrational: after all, if you ask whether problem X is going to hurt some members of a very large group of people (the world) then the chances are that it will: but select a smaller group of people (pop of US) - especially given that this group is well off, educated, and has government with a global monopoly of force - and it's less likely to hit them. Move to the individual level and it's even clearer: "The people living on the waterfront in my town might be for it, but I'm not one of them so I'll be OK." This is not magical thinking.

[Stuart Herbert On PHP] Interestingly, when it comes to databases, Zend Server doesn’t include the PDO extension for SQL Server. I had a very quick go at taking PHP.net’s build of pdo_mssql and installing it into Zend Server’s build of PHP, but unfortunately Zend Server reported that the extension failed to load. The problem is that PHP.net’s release of PHP (and extensions) is built with thread-safety on, but Zend Server’s release of PHP is built with thread-safety off. It’s not for me to say which one is right, but it does mean that the two different releases appear to be binary incompatible.

[Arkansas Blog] Our elected officials certainly didn't want anything to disrupt their distribution of $60M in GIP funding (pork) back in their home districts, even if it meant ignoring the severe damage being done to the environment and the people. While the final report did not come out until after the session ended, I find it most difficult to believe that the governor and legislative members didn't have just a little bit of a heads up on what was coming down the pike.

[ZDNet Asia Latest Tech News] The computer simulation showed that if greenhouse gas emissions can be held at 450ppm--the target labeled as reasonably achievable by the U.S. Climate Change Science Program, if the world reduces emissions by 70 percent--the global temperature would rise by about .6 degrees Celsius (about 1 degree Fahrenheit) by the year 2100.

[Legal Theory Blog] In this Article we engage in a thought experiment, arguing that there are valuable lessons to be learned from treating Environmentalism as if it were a religion and therefore subject to the First Amendment's prohibition on laws "respecting an establishment of religion." In particular, the consideration of the economics of the Establishment Clause - perhaps better termed the economics of disestablishment - offers important insights into how to structure environmental policies in a way that can improve environmental quality.
